Outlook users are complaining that their appointments and meetings were off by an hour or two.
This is always the result of using the wrong time zone or daylight time setting. In each case, the users lived in an area that does not honor daylight saving time, but they used a time zone with the correct offset then unchecked the option to automatically adjust for DST.
While this may have worked fine in older versions of Outlook, when you use Outlook 2010 and live in an area that does not honor DST, you need to select a time zone that does not support DST. Yes, they do exist: Windows includes DST-free time zones for all UTC offsets that do not honor daylight saving time.
When each user switched to a time zone that did not have the DST checkbox, the appointment times were correct.
If you live in a DST time zone, you might think this tip doesnât apply to you, however, anyone who creates appointments in Outlook 2007 or Outlook 2010 and chooses different time zones or uses the dual time zone features needs to choose the time zone that has the same DST properties as the intended location.

Thank you for the information. The challenge I am having is that my Outlook client and my office365 Exchange server show my time zone as UTC-05:00 Eastern Time. My Android phone shows me as GMT-4:00 Eastern Daylight Time.
As a result, my all day events which show up in one day in Outlook are showing up over 2 days on my Android which syncs to the office 365 Exchange Calendar.
Only the all day events are affected and showing up over two days. The regular entries are showing up at the correct time on the Android.
What can be done to have my all day events show up in the designated day on my Android phone. I am running Android Marshmallow.
The computer your outlook is on should also be on EDT. Assuming Windows is set to use daylight time, I'd try setting the android to use -5 TZ.
Thank you for the quick reply. To provide a few more details both my computer where the Outlook client is and the Office 365 Exchanger server where the main account is hosted are showing the Time Zone as (UTC -05:00) Eastern Time (US & Canada).
On the computer itself where the Outlook client is the Windows 10 settings are to automatically adjust for daylight savings time. The time zone is set to automatic. Toggling this off or on has not made a difference.
In addition to the Android on the -5TZ any other suggestions?

The Office 365 Exchange Server where the master calendar is hosted does not give me an option for DST as it uses UTC which, as I understand it, is supposed to automatically adjust for DST. Perhaps this is the issue?

It's supposed to adjust correctly. My only guess is that it's the time zone name - outlook doesn't recognize the zone name and that messes the calculation up. I've seen this happen with the UK zone name.
A quick update. I am still having issues only with All Day events which show up a day earlier, despite adjusting time zones manually.
I went through a number of discussions and found one today which suggested the use of the Android App called Nine. This app talks with Exchange, Office 365, etc and populates contacts and calendar in the Android Calendar and Contacts.
Just put it on now but so far it seems to be working.

This is definitely an Exchange/Office 365 issue interfacing with the Android.
If you come up with anything please let me know.
P.S. Forgot to mention that when I set the Android to -5 TZ it puts the clock to Central time and has everything 1 hour behind.
