To CC or BCC a message in Outlook.com, click on the word CC or BCC to the right of the Address field to add the BCC or CC field to the message. This opens the CC or BCC field.
Click in the CC or BCC field to select addresses from the Frequent contacts list or begin typing an address in the field. When you are finished selecting BCC and CC addresses, click the To field (or To link if the field is not visible) or in the subject or body field to leave the address field and close the Frequent Contacts list.
When the CC and BCC fields are visible, you can drag addresses between other address fields, should you decide the person should be on a different line.
