The Find tool (and Advanced Find) searches across folders in a single Personal Folders file or in your Exchange Server mailbox. However, it cannot search subfolders in another user's mailbox or in a public folder.
You can get searchable subfolders in a public folder by adding one of the tools on this page which generally rely on index server technology.

Hi, I am looking for a product that will let me search shared mailboxes in OFFICE 365 using a Outlook 2016 client.
Furthermore we are in a Citrix environment using Windows Server 2012 as a desktop....

We have exchange 2013 and want to search public folders without using cache mode and favourites. Can you do this?

It should work, but would be one folder at a time - that is a limitation of public folders.
