Quite a few users are reporting that Outlook is not saving options such as Mark as Read options in the reading pane, Send Immediately, and Save sent items. When the user closes Outlook and reopens it, the settings are changed.

A new Option in Outlook to sync settings with the cloud is responsible.
New sync settings option

To stop Outlook from changing the settings, go to File > Options > General. In the Cloud Storage Options, remove the check from "Store my Outlook settings in the cloud"

Save outlook settings to cloud

This option stores  your settings in the cloud, so when you open Outlook on another computer, your settings sync.

I had the same issue. I was able to chat with a support team member and they said that in the back they could see that my account was not verified. They provided me with the links to verify the account and this appears to be working now.

I think this bug is called Roadmap ID 63037 and since mid nov. 2021 it is being rolled out here in The Netherlands, telling from the e-mails and calls I get. I really wish MS would not roll out new features set as enabled. It would save me so much time and annoyance.

This feature to Store settings in the cloud also interferes with REG entries pushed out by Group Policy.
Luckily the reg entry
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Preferences
Reg DWORD 'EnableCloudSettings' set to '0' turns it off again.

Which reverts the settings to look to the registry.

Incredible how Microsoft has bothered me with this problem with outlook settings not being saved. How to make my customer angry

Thank you for this. There should be a class action suit against Microsoft for the mental damage done to people who have had to deal with this ridiculous bit of nonsense. About every week to ten days for the last month and a half I have had to go re-enter all of my settings into Outlook, all the time wondering, what the hell is going on??
