Most of the questions I get about using Ctrl+Enter to send email are about how to turn the feature off, as many people don't like it and accidentally hit it, a user wanted to know how to show the warning dialog after telling Outlook not to show it:
I turned off (permanently) the ctrl-enter to send warning in Outlook 2007. Is there a registry key or other way to re-enable the warning? I keep accidentally sending messages but I want to be able to send using ctrl-enter, I just want the warning with the yes/no choice before actually performing the send. While initially annoying, I greatly appreciate the warning now.
Outlook 2007 (and up) users who hate this feature and want to disable the ability to use this keystroke to send, can go to Tools, Options, E-mail options, Advanced Options and disable Ctrl+Enter for sending. It's last in the list.
In Outlook 2010 and Outlook 2013, go to File, Options, Mail. Look for the Ctrl+enter option in the Send messages section about halfway down the page.
If changing the option doesn't restore the dialog, you'll need to delete the CtrlEnterSends DWORD from the registry, where xx is your version of Outlook.
HKEY_CURRENT_USER\Software\Microsoft\Office\xx.0\Outlook\Preferences
If CtrlEnterSends value is not there, look for it in the HKey_Users hive for your account (the SID code will be different):

When you restart Outlook the dialog will reappear.
In older versions you need to delete a registry value to disable the Ctrl+Enter key.
The feature is controlled by the CtrlEnterSends DWORD found at
HKEY_CURRENT_USER\Software\Microsoft\Office\xx.0\Outlook\Preferences
Delete CtrlEnterSends then restart Outlook and the next time you press Ctrl+Enter, you'll see the warning dialog. Restarting Outlook is necessary as it only reads this registry key on start up.
It's part of the Outlook ADM pack and administrators can push it out with group policy, while standalone users can create the following registry key. (If the Office key doesn't exist, you'll need to create it and the subkeys.)

These are the keys for Outlook 2003, change the 11.0 to 10.0 for Outlook 2002, or to 9.0 for 2000.
Don't forget to restart Outlook for the changes to take effect.

Thanks Diane - however, I don't think this has answered the question (I have the same question).
It's not "how do I turn on control-enter?", it's "how do I turn-on the warning prompt that jumps up when you press control-enter?".
I.e. - every time I hit control-enter, I want the warning to come up saying "do you want to use control enter to send email". You turn that message off by checking the "do not show this message again" box... but how do you turn it back on again?

Deleting the CtrlEnterSends registry value should bring the dialog back. You need to restart outlook. The File, Options, Mail setting should also trigger the warning if it's disabled, but it's not working for me tonight.
That value is in HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Outlook\Preferences - if it is not there, look under your user account key (where the SID code will vary with each user)
