It's not just Outlook 2003 that has problems with Internet Explorer 11, Outlook Web Access (OWA) Light loads instead of OWA Premium. All versions of Exchange/OWA are affected, including Exchange Server 2013, Exchange 2010, Exchange 2007, and Exchange 2003.
Administrators can fix this issue on the server side by installing an update, Cumulative Update 3 for Exchange Server 2013 or Update Rollup 3 for Exchange Server 2010 Service Pack 3.
End-users can use IE11 in compatibility mode to work around the issue in any version of Exchange.
- Click IE 11's Gear icon or Tools button.
- Select Compatibility View Settings
- Add the OWA site to the list of sites that should use compatibility view.
If you don't see the Tools button or Gear, press F10 to display the menu bar, then choose Tools menu, Compatibility View settings.
After the Exchange server is updated, repeat the steps to remove the site from the list, or click the Compatibility View icon for that website. You can also add or remove specific websites from Compatibility View without accessing each website
